FY2023 ANNUAL REPORT
Protecting the region's water infrastructure and environment
The Water Authority’s proactive Asset Management Program is a key element of providing safe and reliable water to the region. The agency continually assesses and inspects its 308 miles of large-diameter pipelines, which provide treated and untreated water to member agencies in San Diego County. The program is widely recognized for pioneering work – including a patented inspection device – that promotes water affordability by avoiding costly unplanned disruptions in service.
Completing One of the Biggest Shutdown Seasons in History
The Water Authority successfully completed one of the biggest shutdown seasons in its history during winter 2022-23, including multiple coordinated maintenance operations on both aqueducts. The work was part of a proactive asset management program to maintain and rehabilitate large-diameter pipelines that deliver water to millions of San Diegans. Starting in October and lasting six months, nearly a mile of Pipeline 5 was rehabilitated by inserting and securing a steel pipe liner. The work was critical for ensuring the reliability of the region’s untreated water delivery system.
The First Aqueduct was also shut down periodically over the winter for large-scale maintenance projects. Three shutdowns on the First Aqueduct were completed between December and March, allowing crews to reline portions of the aqueduct and conduct other maintenance. Throughout the process, Water Authority staff collaborated with member agencies and communities to minimize impacts to water service.
San Diego County’s diverse natural environments are home to a wide variety of plant and animal species. The Water Authority supports cost-effective sustainability programs that promote thoughtful stewardship of the region’s natural resources. These efforts and programs save ratepayers money, reduce impacts on the environment from critical operations, conserve energy and water, and help the Water Authority and its regional partners better adapt to the impacts of climate change.
