Collaborating with the community
The Water Authority is committed to informing residents and businesses about key issues, projects and programs that impact the regional water supply. Each year, Board members and staff make presentations to more than 100 business, community, and civic groups. In communities with active or proposed construction projects, the Water Authority conducts proactive outreach to ensure awareness about neighborhood impacts. In addition, the agency participates in numerous civic organizations that strengthen the community, and it creates periodic outreach and education campaigns about critical issues.
Welcoming MWD Board Chair Adán Ortega
The Water Authority’s Board of Directors welcomed Metropolitan Water District’s Board Chair, Adán Ortega, Jr., in January 2023 with a reception in Kearny Mesa following a Water Authority Board meeting. Ortega met San Diego County’s community, civic and business leaders as well as Water Authority staff.
Ortega took the helm of MWD’s Board on January 10 as the first Latino chair in the district’s 95-year history. In a presentation during the Water Authority’s formal Board meeting, Ortega focused on shared challenges and opportunities the two water wholesalers face in the era of climate change. The reception and presentation marked an important milestone in the renewed collaboration between MWD and the Water Authority.

Farewell to Sandra L. Kerl
General Manager Sandra L. Kerl retired from public service in June 2023 after 4 years as general manager and 14 years of years of service to the agency. Before Kerl’s retirement, California Senate President pro Tempore Toni G. Atkins presented her with a resolution on behalf of the entire San Diego County delegation in the state Legislature. Congressmen Scott Peters and Darrell Issa also sent regards.
"The commendations represented the San Diego region’s gratitude for Kerl’s tireless work to better the region every day. Her hard work was critical in securing the reliability of San Diego County’s water supply," said Dan Denham, who replaced Kerl as the agency’s general manager.
Kerl’s tenure as GM was dominated by drought and countless other high-profile issues. In 2020, she led the regional effort to provide safe and reliable water supplies during the COVID-19 pandemic. In just one week, the Water Authority moved its entire office staff to remote work, while Operations & Maintenance crews showed up every day in the field to continue providing water around the clock. Kerl also spearheaded the first agency-wide employee feedback initiative as part of a larger effort to embrace the diversity of the agency’s workforce. She also led the effort to secure financing for the nation’s largest seawater desalination plant, a public-private partnership that was hailed as a model for other large-scale water works around the country.
From helping customers lower their water bills to protecting ratepayers from rate increases, the Water Authority is always looking for ways to support San Diego County’s long-term welfare. Though challenges persist, the agency strives to continue making a positive impact by advocating for initiatives that move the region and state toward water affordability and reliability.

Helping Low-Income Customers Conserve
The Water Authority landed $3 million in grant funds to install free water-saving devices throughout the county that will save more than 6,000 acre-feet of water annually and improve water efficiency in underrepresented communities at no cost to residents.
As part of the California Department of Resources’ Urban Community Drought Relief Grant program, the funds cover the installation of 7,300 water-efficient toilets and smart irrigation controllers in nearly 4,000 locations. Such technologies can reduce water use by up to 60%. The effort is an extension of the Water Authority’s Water-Use-Efficiency Direct Installation Program that had already installed more than 2,000 water-efficient toilets.
Over the past year, Water Authority staff participated in several events to give back to the community. The Water Authority hosted blood drives at its Kearny Mesa headquarters in collaboration with the San Diego Blood Bank. The agency also partnered with the San Diego Food Bank and Just in Time for Youth on Giving Tuesday in November 2022.
